Road Asset Management System (RAMS)
The assignment
This project supported the Connectivity Programme, Subcomponent 2.1: Building Municipal Capacity to Manage and Maintain Road Networks. It covered:
- A road audit and digitalisation in 58 municipalities of Albania, covering about 10,000 km of roads, including the roads that link village centres and their intersections with main arteries.
- The design and development of the Road Asset Management System (RAMS).
- Training sessions that equipped users to navigate the system, enter data accurately and interpret the results.
The solution
IDRA DiGIS designed and built RAMS in five modules:
- GIS: access to and management of GeoJSON layers.
- Secondary data: management of secondary data and traffic information.
- Reports: road network inventory, aggregate road condition data and the Rural Access Index (RAI).
- Costing and prioritization of investments: the cost of the necessary interventions and their prioritization.
- Users: management of system users.
- For each municipality the system holds three main layers: road audit results (condition assessed from videos recorded by operators), bridge audit results, and the International Roughness Index (IRI) measured in the field.
- The RAI measures the share of the rural population living within 1 or 2 km of a road in good condition in all seasons. In Albania it stands at 71%.
- We also prepared the data collection methodology, user manuals, training materials and maintenance guidelines.
This system runs on the client's own servers and is not publicly accessible.
