Irrigation and Drainage Management Information System (IDMIS)
The assignment
This technical assistance programme aimed to structurally improve how municipalities manage irrigation and drainage services for farmers, through three complementary parts:
- Part A: hands-on technical assistance on the operation and maintenance of irrigation systems.
- Part B: a monitoring and evaluation (M&E) system that lets the Ministry of Agriculture and Rural Development follow the development and management of irrigation systems across the country.
- Part C: a management information system (MIS) that keeps each municipality's relevant information in a single system.
The solution
IDRA DiGIS developed the Irrigation and Drainage Management Information System (IDMIS), with three components:
- The online M&E web page, where all municipalities enter bi-annual financial and irrigation data.
- The IDMIS Desktop App, used by 35 municipalities and the Ministry, with eight modules: irrigation planning and management, I&D infrastructure data (GIS), finance, tariffs, I&D asset register, reports, monitoring and evaluation, and I&D unit HR.
- The Water Master Mobile App, which lets water masters receive farmers' irrigation requests, report infrastructure problems and check progress in the field.
- The infrastructure of four pilot municipalities (Divjaka, Lushnja, Roskovec and Konispol) was audited and digitalised, and the thematic maps and GIS layers were shared with the local authorities and uploaded to IDMIS.
This system runs on the client's own servers and is not publicly accessible.
